Nicole Gray brings over 25 years of experience in investigations, monitoring, grant management, grant writing, and forensic accounting. With a diverse background in both the private and public sectors, she has conducted oversight and financial investigations for various agencies.
Under Nicole’s leadership, Gray Matter has successfully written and managed public and private funding, securing over $35 million in capital improvement and infrastructure projects for state and local governments in the past two years, and more than $200 million since our inception in 2008.
As a seasoned grant professional, Nicole specializes in identifying grant opportunities and collaborating with clients to develop compelling, award-winning proposals. She has a proven track record in managing both single- and multi-year grant projects, emphasizing organization to align grant programs with broader business strategies. After a grant is awarded, Nicole meticulously oversees all tasks to ensure effective program execution, managing every aspect of the grant process for optimal outcomes.
Keith Gray
Keith is a seasoned agriculture and public policy professional with 35 years of experience as an organizational executive and change management consultant. He brings extensive expertise in government policy, complemented by field experience with local and national stakeholders. Previously, he served as a key advisor and senior executive to the Administrator of the USDA Risk Management Agency.
As a Partner in our grant writing and management practice, Keith leverages his experience with federal and state grant programs, having held leadership roles as a top federal executive. Recognized by the Office of Personnel Management as a Subject Matter Expert in Grants Management, he has deep expertise in federal regulations and project management, making him an ideal fit for providing strategic oversight to our clients.
Keith leads a team of grant writing consultants, ensuring timely submissions and delivering outstanding return on investment for clients. He also develops streamlined grant application policies for municipalities and offers technical assistance on federal compliance, working closely with local, state, and federal officials to address eligibility and process issues.
